Is this a Sims 4 opportunity?

I got a popup twice now, that reads:
"After seeing one at that conference, I NEED to have a mechanical mixologist.  I built one from household scraps but can't get the UI working.  It's only making soda water!  I'll pay you to fix it.  No price is too high!"

It doesn't give any indication of who is saying this, nor which of the sims on my lot it's going to.  I'm not sure if this is a repair opportunity, or one for programming (my original sim is Tech Guru level 6 and Handiness 4).  I thought perhaps there'd be an item to repair in the household inventory like they did for some TS3 opportunities, but there's nothing there or in their personal inventories either.  FWIW I checked the mailbox but that's empty as well.

Has anyone come across this?  Can you clue me in to what it's about?

Sounds like a programming thing (fix the UI). Try checking the computer.

Sorry, I should have mentioned that I checked that too.  In any case there is no task on the computer with reference to a UI, mixologist, etc.  I'm wondering whether it was a window-of-time limited event.

That's a freelance assignment's flavor text... whenever you take one it'll pop up the requested work you're going to do.
