switching between neighborhoods

I want the children to move out to a new neighborhood and was wondering about the nature of aging in different neighborhoods. After they move out and become my active household, would the old neighborhood simply go on pause until I return? So if I were to move back into the old neighborhood, would everything behave as if I had never left?

Nope, the old neighborhood will be destroyed.

Lisa is absolutely right.

You'd have to split the children from the household, move them to a new house in the current neighborhood, then do Save As so you have a different save, and move them to a new neighborhood.

Once you get there, save that new game. Then you have the kids in one, and your family in another (on a separate save). You might have to evict the kids or find some way to remove them from the game completely in the old save though. If you do it this way, time will not pass in the neighborhood the parents are in.
