Philosopher's Stone: What ages can get it?

I learned from the Immortal Dynasty thread that the Philosopher's Stone is a better way to bring ghosts into the household than the Oh My Ghost opportunity.  Now, I'm not going to bring a ghost into my Immortal Dynasty household, but...

I am going to bring one into my storyline household.

The question I have is: what ages can use that LTR?  I'm asking because, for storyline reasons, I'm not using any LTRs on my founder, so I'd have to have his daughter use the LTR.

Anyways, I think teens and up can use it, and if they have enough LTHP, I think teens can get the LTR as well.
