Understanding the Game

So one of the things I loved about Sims  2 was that when you play a character and it dies you are done with them. Plus, when you moved out a family member you could go and play that character later. However, it seems like this is not the case for Sims 3. I just want to make sure I am understanding this correctly or if there could be something I can do. I played one of the original characters, married another, had 3 kids. The mother and father are dead. Then when the three kids got older I moved two of them into buildings in town. 1. I can't find the two siblings in town where I moved them and can't play them as active characters. 2. When I go to the town to start and pick a new person or try to find the siblings it is back to the original people- mother and father living separate. Though I have one sibling saved from being active. I would like to make sure that I can't find the siblings again and play them as active in a separate house. I really liked the aspect of Sims that I could control things.
This is all in expansion pack Last Night. I'm still getting used to the Sims 3 setup.

Well I'm not sure how to help you with your current problem, but I can help you with future problems. You can turn off story progression in the settings and that will freeze all moved out characters and neighbors.

The heirs/siblings that you moved out of the house were subject to the story progression. So when you moved them out they continued living in which they could have just moved to new houses. Check every house and see if they have moved.
