Belinda Crumplebottom in Moonlight Falls is great. She has decent traits and a high cooking skill already, and is established in the cooking career.  If you invite her somewhere off her lot to either marry or move her in, she'll come with an expensive car to sell and fund your starting home with the most comfy beds and good moodlet-boosting furniture. Then if you make an heir, she has plenty of days off to spend skilling up painting for your portrait.  She is also a witch with some pre-existing skill, so she can do conversion rituals on stuff to make money or use as garden fodder right off the bat.

Dragon Valley:

Only two of the inhabitants begin the game with skill points in painting, Siobahn Murphy and Nessie Lochlan. Siobahn's a YA with lvl 8 music career and has pretty good traits, one of them being artistic. She already has a RI in Aaron Finnigan if someone wants her to have kids but not with the Dynasty line. Nessie is an Adult and artistic, has 3 Painting, 2 Writing, lvl 3 career, and an RI in Hugh Grey.

Bradan McGrath is a fairly good pollinator. He's lvl 8 in his career, a day or two from lvl 9, thus achieving his LTW, and brings in about ~20,000 which for DV is a whole lot. His athletic skill is also where it needs to be for his job. He has the commitment issues trait, which helps with his pollinating job, and is an Adult, which means he won't stick around too long. Because of his skill and career level, he has time to learn miscellaneous skills the Dynasty needs (personally, I had him do Fishing) and canoodle with townie women to keep the gene pool alive. If you get him to move in off his home lot, there's a vesper worth 108000 in his inventory.

All of the homeless townies in this town are good candidates. They don't bring any money in right away, but most of them have a high Gardening or Cooking skill (some have both) and often have a third skill in development. I've said it before and I'll say it again: Nuala O'Ryan is my favorite townie and here's why: 5 Cooking, 7 Gardening, 9 Logic, YA, Excitable, Loves the Outdoors, Neat, and Good Kisser. Get her to 10 Logic and she can start tutoring other sims in her skills. She can already plant all of the seeds and with a little work, should be ready to cook ambrosia by the time that rolls around.
Michael McCarthy is another pollinator candidate- he has good traits for it and is almost an elder- but his skills aren't anything to sneer at.
Mary Moloney: Almost elder, 10 cooking, 6 Athletic, flirty, brave, excitable
Dinny Kelly: 7 Athletic, 7 Fishing (immediately go fishing for deathfish), 8 Guitar, 4 Logic, Brave, Ambitious, Family-Oriented. Sometimes, especially if you have someone in the music career in your household, Dinny will be assigned to the music career.
Majella Shanahan: Almost Adult, 7 Gardening, 7 Cooking, LTW: Perfect Garden

These are just the people I've personally used and they've all worked out wonderfully.
