Is it normal for a toddler not able to select his toys when told to?

My son grew into a toddler yesterday. Since this is my first kid in The Sims 3 (and my Sim is "enjoying" the benefits of parenthood, by sleeping on the couch), is it normal, when I select my toddler, not able to click on any of his toys, except the toy chest?
He's able to crawl around (has the Go Here option), and my pets can interact with him. My Sim can interact with him just fine.

Note, this is without Generations. Which is why I posted in here.

Toddlers can play with the toy chest, the building blocks table and the teddy bear.  Can't think of anything else off the top of my head.  They can read books, as well, that are placed on the floor.

They can't interact with the toys as far as I know. Reading toddler skill books is probably your answer.

Weird. My toddlers are able to interact with toys on the ground. You're referring to toys usually found in the toy chest that are outside of it, right? There are some decorations in the game that fool you into thinking that they're toys when they're really just decorations.

Yeah, I was. I'm talking the fire truck, this squid thing, a giraffe doll. They are unintractable.
I tried getting the objects that Lisa said, and he's able to interact with them. So there's my proof. Yes, I was fooled.

Yeah, those are just decoration - not toys. I was bummed when I found that out too.
They can also interact with the Peg Box and the Xylophone - which will give them a boost to the logic skill and the instruments skills respectively.
