I can't invite foreign or university guests

I'm experiencing some problems with guests from university and other countries. They are ok to invite, but they never show up. A few hours after they were supposed to show, there will be a dialogue box opened saying that "you're foreign visitors couldn't make it" or something like this.

My problem is that it's very difficult to meet someone in the University town to hook up with! I currently have a girlfriend in the University, but since I can't invite her over I can't have her join my family. In WA worlds it's not a problem, because I can still ask people to marry me abroad. But since sims can't marry in University, they also can't join my family. The Add to Family cheat also doesn't work.
Has anyone else had the same problem? And in that case, do you have a solution?

@Dellena: Nope, no mods or anything like that.

The only issue I had with this was using the Nraas mod, Overwatch.  It seemed to prevent the visitors.  I removed it long enough to get the foreign visitor to my home and then added it in again.  So I'm not sure what's going on with your foreign visitors.  Very odd.

Yes very odd indeed.
I've tried to reset the characters, but it doesn't work.

I also found another thread that said visitors problems might have to do with accidentally deleting portals. However, I have no problem inviting local visitors, whether it's at home or in one of my vacation homes. It's just foreign visitors and University visitors that don't arrive.
