I am trying to unlock badges, crime never pay Badge. I have save a game where my sim is lockup as a con artist. When my sim gets out, still no badge.

I've gotten this badge. Did you have a question about how to do it? If so, just send your con artist to work until he gets arrested. It's pretty random.
