Agreeing with panda here. If all else (resetsim) failed, then delete object is your friend. If it still not gone, then I don't know what else could.

Well good luck and I hope you delete the fireman. Also I hope that deleting the fireman doesn't slow your sims down :)

Resetting one sim shouldn't slow your game down.  However, if you reset all sims, it will slow your game until it has processed all the resets.  It can take several seconds depending on the size of your town.

I used the mentioned cheat (delete a sim) to remove pesky paparazzi ;)

Here's an odd question. Can you intentionally start a fire? The last time he ran towards the fire bringing him out of the hallway and into the foyer. Do you think I could lure him outside with another fire? I am weary to do anything that will make my game slow while I still have it on my laptop. As soon as my new memory for my Mac comes in, the sims are moving to that and I would probably try it. But my game is slow as it is now.

Start cooking on a cheap stove, don't finish and wait for 30 minutes.

Well it was worth a shot, but he did not move towards the fire outside. :(

The easiest thing to do is type the following (one at a time) in the command line (Ctrl+Shift+C):

testingcheatsenabled true
moveobject on

Now go into Build/Buy mode and you should be able to click on the fireman is if he were a piece of furniture.  So click him to pick him up and then hit delete.

He should then be gone.  If you don't want to totally get rid of him, then pick him up and place him outside your house, like the front lawn.  That should also fix him.  However, if he still doesn't go away, I'd go with the deleting him - he's borked.

You shouldn't need testing cheats enabled in order to use move objects. They're not connected the way buy debug is with the testing cheats.

Pretty sure it's moveObjects (plural)

Rather than use a 'Moveobjects', it's easier to just use the cheat and objects delete.

if you have any genies you can banish him (it removes them from your lot), if the reset isn't working and you don't mind removing him completely you can print in testingcheatsenabled true the shift click him and delete him as an object.. I don't like doing that but if nothing else is working to remove a sim from my lot I do

I fixed it! I threw a party and invited said fireman. When the party ended, he got into his fire truck and left! :)

Me too! When he was in the little hallway under the stairs it was fine. But when he came out to the foyer I just thought it looked weird. Well, the sims who love there are level 3 celebrities and the fireman kept following hem around and taking pictures of them and my sims were happy to oblige but it kept them from doing other important stuff! Glad he is gone! :)
