The Specs are computer specifications. It just reveals what your computer uses to run (like the processor, RAM and Graphics card). I'm not too sure about Mac computers, but for Windows 7 you can find your specs by
this link and for Windows 8 using
this link.
There is a good chance this is simply caused by your Laptop not being able to handle the Sims, try lowering your graphics settings and if they're already lowered and you're having troubles then we'll likely want to move this to the Tech Help to finish the trouble shooting unless we find another issue that may be causing this. For right now, this thread is probably good where it is though. In other possibilities, have you tried doing a factory reset? (Found
here) Don't get rid of the original folder right away though, just test to see if you can create a new family via the Factory Reset folder.
