Video settings stuck in low settings

I have the Sims 3, Pets, and Late Night. I had them on my previous computer and they worked fine. I just bought a new computer and installed them. When I boot the game, it tells me that my graphics card could not be identified and the settings was set on their lowest. When I boosted them up to their max, i had to restart. When I restart, all the settings are still at the lowest. I tried to play the game regardless and when I get into the view of the town everything is a white cream color. Nothing seems to have texture and I can't see any buildings or structures of any kind. I can see icons and such. When I get zoomed into my house with my sims, everything is fine, but when I zoom out it goes back to the white cream color. I updated my OS, and updated my graphics card, I also reinstalled the games (twice). I have also restarted between each of those. I'm 100% sure it isn't the specs on my computer because it is more than a match for Sims 3. I will post my specs below.

Windows 8 64-bit
Intel i7-4700mq 2.4GHz w/ 3.4 turbo boost
8GBs of DDR3 RAM
NVIDIA GeForce GT 740m (2GB)
750 GB HDD Hybrid w/ 24GBs of Solid State

If the game can't recognize your graphics card, your cpu might have an integrated one the game is trying to use instead. Reboot, and the first screen you see should have some text saying "press [button] for [option]" for a few different options. You want to go into BIOS (f10 on my computer, might be different for you) and see if there are two graphics cards and disable the one you don't want. Then save and exit (usually f10, but it will say at the top or bottom of the screen what the controls are).
