No more romance?

I am currently playing with Don Lothario in Riverview. His Lifetime Wish is to have 10 girlfriends, and he is already well on his way, but suddenly after girlfriend #7 he is no longer able to do romantic interactions successfully. Even his best friends with full friendship bar just shrug if he tries to flirt with them and refuse to hold hands . Any ideas how this happened or what to do to fix it?
