Can I make a jewellery and clothes store

Now that I have the new venue, can I make a store to have jewelry and clothes and in time the perfumes my sims makes?
If so, how do I make the store?

Please disregard what I wrote earlier, I was wrong! I just play tested the glass products from buy debug with the savvy sellers kit and my sim was unable to purchase them. I received a note that there was nothing to purchase, even though the shelf was full.

From what I'm aware consigners are basically second hand salesmen and sell what they have in stock, not what is in the shop.  There is no specific till for certain items and you can't limit the consigner to only sell what is in the shop.
