Baby/Toddler aging query

Here's a question for Pam and the other who have played with lots of Kid sims: is the time at which they age up related to their happiness levels?

I have 3 pairs of twins on the go, 2 sets in the apocalypse challenge and 1 set in a standard legacy challenge.  My legacy pair aged up from baby to toddler on the same day but my apocalypse sets look like they are both going to age up separately.  I'm wondering if this is because it is much harder to meet needs and keep happiness up with all the restriction of the apocalypse rule set.  Any ideas?

The game seems to randomize the span for each age.  I haven't noticed it being due to happiness levels, but I haven't really picked it apart that much.  Since they can be aged up with a cake at any point in each lifespan I generally just use the cake to age up the lag-behind.  That won't work in the apocalypse, of course, but then I have never gotten very far in that.  I do however generally have a house full of kids any time I play.

I haven't had the discrepancy with toddler twins but I have seen it with young adult twins and once or twice with teen twins.

I've never had twins age up on different days, but I've heard of it from others.  I don't think it's related to happiness.  It's just a random glitch.  As for exactly when they age up, if you don't use birthday cake, a Sim will age up around 8:00 p.m. Sim time on the birthday.
