Regarding Cheats...

Okay, so I was playing around with the testingcheatsenabled cheat and I used the "make needs dynamic" (sunset town) and I turned it or started a new game after that and went to build a house in "edit town" in Riverview.  And now every Sim I play has dynamic cheat on. Though I turn the cheat on to turn it off, my needs aren't going back down.  Pretty odd bug.  I've tried restarting sims 3, didn't work.

Anyone able to fix it?

I'm afraid I don't play with cheats enabled, so I won't have an answer for you.  However, there are many people here who will probably have suggestions for you.

Thread necromancy at its best. I think you mean "make needs static". You have to click on the mailbox and click "make needs dynamic" to turn it off.

Just doubling what TheLostGirls said; you're supposed to have the "make needs dynamic" on when you fire up the game from the desktop, that's the 'normal' setting to play with and with it active, needs should decrease normally. If you have static needs on turn it off as TheLostGirls explained.

Well since an answer was given 4 months after it was asked, that person probably just gave up or found the answer on their own.
