Oh forgot to ask if you are able to get the self-employment for other skills if the Sim has other skills? Are other Sims able to get self-employment?

I only have Pets and Supernatural, so riding and alchemy are the only self-employed skills I have. And yes, I am playing the up-to-date version of the game.

That might be the problem. If you don't have Ambitions, you can't be self-employed.

Are we allowed to use a mod that turns off all other mods for this dynasty file? I believe I read that in the rules for the Deca and Life States dynasties but I don't see it here.

Since the rules about mods are consistent throughout all the dynasties, I'd say yes, but I'll leave it to Metro and the others to decide. I find it easier to just have a separate folder for my games with mods and switch between the two depending on what I want to play. :P

That's why I ask if you have Ambitions earlier.  :)  Without the ambitions xpac, you will not be able to register as self-employed.

Trip is correct, you can use a mod to turn off all your mods.

I did some testing, removed my ambitions on a test file, I was not able to register as self employed alchemist.  When I put ambitions xpac back in, I was able to. 

Do you remember what profession you used to be able to register as self employed?

I used to be able to register as an alchemist. Every witch I have still pops the wish to become one which is part of my confusion.
