Go into Edit Town - separate him from the house and then merge him back in.

Just tried separating and remerging.
It still doesn't seem to be working properly- he ate some cereal and his hunger bar filled up, but the rest of the bars still are stationary. Also, the moodlets associated with motives don't seem to be appearing.

Has he got any moodlets at all? particularly studious studier (think that's the name) or juiced?

Reason I ask is I had the same thing in a game when I moved Christopher Steel in and he had those two stuck moodlets as well as the stuck motives. From what I remember I had to cure one to fix the other, and I just used reset sim for the motives but testing cheats and ctrl click on the moodlets. wish I could remember more clearly but it was a few weeks back now.

He does get moodlets, like comfy and beautiful vista, but neither of the moodlets you mentioned.
I wouldn't be able to do the ctrl click thing anyway- it's against dynasty rules.
I think I'm more worried by the lack of moodlets than any overabundance of them at present.

Actually it isn't against the rules, it's in the tech talk part.

3. Your Sim has a stuck moodlet that will not go away — such as the Hunted moodlet when no vampires are in the area.

But in any case seems that isn't part of your problem like it was mine, just thought it might provide a clue to your cause, sorry it didn't

The thing I've researched works the best is moving him out and back in.   I was hoping just the Edit Town thing would do the same.  Go ahead and move him out then move him back in immediately.

Moved him back in, still no change in motives.

Are they stuck high or low?  Only thing I can think of is go back to before he moved in and try again.

They're all stuck high apart from fun, which is stuck in the middle.
I'll have another go at moving him out and in again.

Go back to a save before he moved in and choose someone else.

I wish you luck but my research of the last hour hasn't found any other solutions that worked for people.  If you want to move on with your dynasty, then go back and move forward with someone else.  Or you can wait until someone has a different suggestion but I've given you all the ones that have worked for others.

The static needs on and off didn't work for anyone that I can tell.

I've had it happen before too. I just enjoyed the benefits because it was not a challenge file 

The needs worked like normal when they aged up if, I remember correctly.

Be careful telling people to try a cheat. Those are not allowed without challenge board approval, and you could accidentally cause someone to fail with your advice.

I didn't mean her to fail. I gave a suggestion about bugged gameplay that worked for me in the past.
