Services don't work? Adoption,Pizza, etc..

Whenever i call for services (adoption,pizza delivery) it says they will be over as soon as possible but nobody EVER arrives. I'm playing generations.I have tried "force NPC" and that doesn't work either.

What should i do?  :-\
