Trouble placing toy shop in Isla Paradiso

I wasn't sure where to post this as not in Midnight Hollow & thought Isla Paradiso people may not have the toy shop yet.

Anyway, I'm having trouble placing the toy store in IP. I'm trying to place it on lot 15 Riviera Place on the smaller island with the art gallery. I've changed the lot type to a community lot, I've tried it as no visitors allowed, visitors allowed & hangout. But each time I select the toy shop & place copy the lot isn't showing as an option (no lots are)

Any suggestions greatly appreciated.

Hi this some times happens in my games! I've found that if I go into edit town and bulldoze the lot that can help. The lot does not disappear it just seems to reset its self ?!.If that does not work I  bulldoze the lot again,go to edit world and replace the lot altogether.
