I think the premium content is off limits. I don't think the neighborhood Lunar Lakes is considered premium content. So I think you're allowed to use any store bought world!

You are not allowed to use Lunar Lakes.

Lunar Lakes is considered premium content.  It cost you 2,450 SimPoints to purchase, anything that is purchased with points (money) is banned for the 2013 Sims 3 Tournament.

Store bought worlds are not allowed. I think the only grey area was if they are available to buy on disc.

Correct, store bought worlds are not allowed.  Only worlds that come with expansion packs are allowed (example: appaloosa plains that comes with pets).  We have 2 exceptions, Riverview and Union Cove, those 2 are allowed because it is free, nobody have to pay any money to get them.

The "making friends" part of the Sims is probably the part I am WORST at - so why not try this one with a Sim that is specifically designed to be bad? :-P Maybe then I'll finally get the hang of it!!

How do we "Register" or sign up to participate?

Also I don't quite understand how we do the scoring file - do we submit our saved game file somewhere or is it just honor system? I read the rules but I don't quite follow how we submit our final scores for challenges.

You don't have to sign up. When you've finished your game, you submit your score by posting to this thread (sometime between Oct 14 and Nov 10). Everyone is on the honor system, but you should be prepared to explain how you got your score, especially if it's unusually high. Check out the general rules for the tournament (stickied above).

Military sim - yes, you can complete his LTW in a previous world if you can manage it.
Stay-at-home sim - you will have to figure it out.

For me it is like going back to the old days when I first played the Sims 3 I had no idea that LTR even existed so I did everything the hard way. I also didn't know how to do makeovers and my Sims lived in just the one house for six generations because I didn't know that they could interact with townies.

I'm currently practicing this challenge and I just want to check something, my family lives in the swamp in Twinbrook and when the school bus came my child decided the path wasn't good enough and instead changed to swimwear to tiptoe through the puddle next to the path to catch the bus, he left in plenty of time but got to school past 10am because of silly routing, would that be a fail or okay as he left on time?

I think I may try this challenge, although maybe in an unofficial manner. The dates the challenge are running hit end of quarter in my accounting world, and I'll be in Cabo during the later part. (I don't allow myself the Sims on vacation). I'll probably do this for the fun of it. Did I say "fun"?
