I am so sorry but I spoke too soon. :X

I reinstalled the game, did a factory reset, restarted my computer, yet the prolem is still here. :(
I guess there is an error with the creation of icons, but I don't know how can it still be here, it is some sort of a core problem.

When you installed each EP (up to Generations) did you update each one?

Did you try my suggestion of removing all mods?

With the PC version, you are prompted to do the update before each expansion and stuff pack. There may be a way to bypass them, but I'm not aware of it and have never done it. I wouldn't advise it, either.

I was going on some wonderful help I received last year from MoonsareBlue.  She did this post later that might help

You're referring to this:

Hello again,

Just another tip from a fellow simmer. I've been having some crashing lately, and I found that it was due to the fact that my pre-Generations games hadn't been patched. When the patch for Generations came out, EA started applying the patch (and all future patches) to the base game and not to the game with which it corresponds. Well, now the launcher does not tell you if you need to patch your pre-Generations games, and you only get prompted for the latest patch, which is applied to the base game. I will now tell you how to find out if you need to patch, where to get them, and which ones to download.

I remember when the updates changed and there are other members who are much more technical than I am who might understand it better.  But in all of the times I've re-installed my games (the most recent being only a couple of months ago), it has prompted me to update prior to installing an expansion/stuff pack.  It's part of the installation sequence.  I don't try to make it do anything else.  Nor do I skip updates like some players do.  Of course, we cannot skip any updates when we play nothing but challenges and Dynasties!

Oh, sorry, Pam, I thought I had mentioned that the first thing I tried was to remove all mods. I only use the "No intro" and "NRAAS Master Controller" mods and even without them there was no change.

As Pam mentioned for the PC we are prompted to update the base game for each expansion, that has always been the way for me and I have never even thought of not doing it, so, yes, my game is updated to the latest patch. :)

The weird thing is, by method of exclusion, the problem is not from mods or from settings or from a bug, caused by the long use of the game, since with no mods, factory reset and reinstall it still persists. It makes me think it could be something more core-like. I could venture a guess that my old savegame's icons are glitched because the game has written their image information wrong, causing any re-draw to result in the same static noise image, but then new icons should not appear glitched and even after a reinstall and factory reset (i.e. reinstalling and NOT keeping my old "The Sims 3" folder in "My Documents") new icons are drawn as static noise.
