If a Sim with the photography skill gets a call/opp to go to a WA location and take a photo, is this a travel opp or a skill opp, and does it count?

It should be under skill opp tab, yes you can count it.  Check your opportunity tab and see if it appears in the 2nd slot (middle slot).

Can I just clarify - is generation 12 the only one who will live in the fourth town?

Edit: Nevermind! For some reason I thought this was a 12 generation challenge, not 16!

Non heirs can move in/out as much as you want them too.

I'm not completely sure but I think founders and heirs are bound by the same rules here. I know later spouses can be moved out, but in this dynasty a lot of things that apply to heirs also apply to founders (i.e. maxing a career and adding to family four collection).

I would await a ruling from the team before moving any of them out.

Active heir must remain in the household, but previous heirs and founder can move out.  However, you need them to stay in the house and die for the large tombstones requirement.  You have 5 people eligible for the large tombstones in each world, and you only need 4, so one of your previous heir or founder can move out in each world.  Does that make sense?

Non-Qualified Item list — items made from the transfiguration table, items made from witch conversion spell, consignment store purchases, and toys made from toy machine (Midnight Hollow).

Yes you can marry, it's only the begetting on an heir that is restricted.

I know we can turn ITF on/off when we move towns, but what about generations?
Can we turn it on for let's say gen 10 and leave it off otherwise or will it be a choice we make when we move towns?

Unfortunately the answer is no.  Only Into the Future xpac, you can turn on/off throughout the dynasty.  But other xpacs, must be chosen at the start of the dynasty, no exception.  You can add expansion in the middle of your dynasty (like buy new xpac), but you can't remove it once added.  We are only making the exception for Into the Future because of the opps phone call bug.
