What is the fastest way to learn a skill?

With Skill Booster you actually get the boost to a skill immediately after drinking it. And it really is a random skill. The vial of enlightenment gives a bigger boost to a random skill but only after you have slept.

The tabcasts you can listen to on the Multitab 6000 which is premium content from the sims3 store. You can listen to it while doing almost anything else and it gives you a boost to a skill after the tabcast is over. There are tabcasts in charisma, cooking, fishing, gardening, guitar, handiness, logic, nectar making, photography and writing.

I personally like the Vial of POTENT Enlightenment best as it gives you two skill points, so long as it doesn't randomly hit a skill you already maxed. This is my favorite way to learn Social Networking as it seems to lean to that skill.

It won't, however, give you any skill you don't have. None of the musical or artistic skills come up if you didn't already have a point. Nor Science,  athletic or mixology.

Genuis IQ on the brain enhancement 2.0 machine is very useful too, very good for reading science books.

Put in a public lot of brain enhancement machines, they are expensive and need cooldown time, so it's good to have lots of them available.
