Can't call my romantic interest at University

I've been doing all the romantic actions and she is thinks I am extremely irresistable but I can't ask her to go steady and it won't even let me call her on the phone. My only phone action with her is to text.  She's listed as a romantic interest but it's not acting like it lol

Finish your term at university. Once you get home invite her to visit. All interactions should be available then. I have had this issue several times and that is what I had to do.
