How often should you talk to plants?

I thought that talking to plants one time will skip a growth. Uhm, to make this more clear: if your first level of plant is awful, the second is medium and the third is good, you can talk to the awful plant to skip the level of medium and go straight to good.
Maybe someone can confirm this, but in my observations it worked.
