I wanted to put this in this section to make it easy to find.  I went through quite a few mods to figure it out.

So I downloadd the SuperModPatch and manually installed quite a few of the mods.

When I did this, it caused the options to Change Harbors with Houseboat, or Check In to Resort to not appear in the circular menu.

The two specific mods I had were:

Extended Club Hours SUPER Mod
Townies Out on the Town Mod

These definitely break it, but if you see this problem I would start my troubleshooting with any mods affecting clubs.

As I have mentioned in another thread by you, some types of mods are almost guaranteed to require an update for every major patch. When you patch your game, remove your mods folder and do not play until you have updated all of your mods, or removed the mods that require an update.

As for the "Townies Out on the Town" mod, this is a Shimrod mod, and Shimrod has already updated his mod. His compatibility list for 1.55 is here: http://simsasylum.com/tfm/index.php?/topic/6580-compatibility-with-patch-155/

Since you are installing and using mods you should become familiar with the fact that many, if not most, XML mods must be updated for every patch. Although not ALL xml mods must be updated every patch, it is nearly impossible to be 100% sure whether a mod will require an update. A number of modders do provide a compatibility list for each patch (all modders at the SimsAsylum do this, and I also do this at Simlogical). Make sure you check their threads when a new patch comes out.
