As far as I can tell there are no new books regarding these new types of fish.   The only place I've found them were while I was diving so I was able to catch them by hand without having any fishing skill. 

There are two new options while using a collection helper:  Seashells and Underwater Sea Life.   You have to have the Scuba Diving skill to see the underwater Sea life which only seems to be available at diving spots.   I haven't found any seashells yet so I'm not sure if they are diving spots or all over the world yet.

So the new fish are only able to be caught when you're diving in a diving area.  No fishing skill required so no bait.


Edit: Seashells so far have only showed up at dive spots as well.

Edit: Take that back.  I can see a whole bunch of them on the shore now and a lot of them are on uncharted islands.   Bottles are also found while looking for seashells.

Edit again since no one else has commented: Shells and messages in a bottle can be sent to your friends through the gift exchange!

My sim found several seashells in Al Simhara: cowry, nautilus and scallop.
