Something I've been doing a while is a Clean Folder install of any expansion/patch.  It's fairly simple.

1.  Move the My Documents>Electronic Arts>The Sims 3>Downloads folder to your desktop.  You'll want it later.
2.  Move the My Documents>Electronic Arts>The Sims 3>Mods>Packages folder to your desktop (if you have one).  Again, you'll want it later.
3.  In the My Documents>Electronic Arts>The Sims 3 folder, delete the following cache files (these are all regenerated every time you start the game if they aren't found):
CasPartCache.package
compositorCache.package
scriptCache.package
simCompositorCache.package

Now, install the patch (superpatch preferred).

Once that is completed, start Sims 3 and start a NEW game, NOT one of your saves.  Make sure the new game loads fine.  Then pick a household and play it long enough to check that everything is working - like mirrors, dressers, showers, toilets, etc.  Make sure you can go into CAS with no issues.  If you find errors at this point, it's an EA issue because it's only the basegame coding and time to do some internet searching.  However, most of the time you'll probably have no issues.  Now to reverse what you did earlier.  Shut down the game without saving.

Move back the Downloads folder to the My Documents>Electronic Arts>The Sims 3 and the Package folder to My Documents>Electronic Arts>The Sims 3>Mods.  Restart the game and again, start a NEW game.  Go through the same checks.  If everything is fine, then try your save game.  If you get errors at this point, you know it's something in the Downloads or Packages folders that's causing it.  If you have mods, that would be the first things I would check.  Are they up to date with the current patch level?  Check with the creators.  If not, remove it.

Since doing the Clean Folder method, I've had no issues with new patches since Generations (and I have all expansions, just not some of the stuff packs).  Basically, an ounce of prevention is worth a ton of hassle. :)

Note regarding MasterController for the person with all the social workers:  MasterController can reset your entire town.  Not just sims but every object (which can be useful if you're not sure what's borked).  From the City Hall:  NRaas>MasterControler>Town>Reset Everything.   Give it a minute to complete as it's a lot to process.  Hopefully that will fix your problem.

I used MC already to reset the entire town, every single object.  And within 10 minutes I had the social workers back.  That is when I came to the forums to ask for help.  I have a lot of experience with the process so I go through all of the testing steps before asking for help ever coming to the forums to ask for help.  This is one that has stumped me and I have been unable to find an answer on any forum or through google search.  Normally any problem I have, I can find someone else that has had the same, or a similar problem through google or on one of the many sims forums, without ever having to post my problem. 

I will probably just give up on this particular save file and move on :'( to another attempt though.  I have just about lost my drive to save this family.

You could save the family to the library and then move them into a fresh town and see if the problem persists.  Very strange issue.  I wonder if someone has abandoned a child in a place they can't get to?  Would be hard to find though unless you went through and played every family.  I'd try the fresh town first and see if the problem is repeatable.

and sure the update for 1.55 can't run unless my version updates

Can anyone give me the link to any patch and show me how to update it ! 

because I'm tired of being can't download the new updating objects, etc.

and sorry if I can't write English, because it isn't my language.

Since the patch, my elder's canes have quit working. They're only getting the "give gift" option. The "start using cane" and "change walk style" aren't showing up at all. It's my Dynasty file so I figured I check to see if anyone else has had this problem.

I had this issue before the patch, unfortunately. 

With the application of the super patch, my in-game times are lasting a bit longer, though CAS is still a game-crasher.

I've got a couple of weird things.  The attraction notices seem to re-set every time I enter the game, so the butler confesses interest in all the women in the house every time I load it up.  The ballet bar from the new gym store content was working perfectly fine, but post patching, the person using it just works out indefinitely, even at a "quick burst" basically until they fall over out of exhaustion.
