If you are referring to Skylight Studio, it is content you have to purchase from EA say at the Sims 3 store.

It's in the Sim Store for 1900 Sim Points. I actually bought it the other day, it's quite fun. Plus the skylights are great for adding a different look to buildings. I'm building a library and it was looking a bit boring, so added some skylight bits along the front, made a huge difference.
