My Sims cant walk on Level 2

Hi, I just started playing Sims 3 Pets again after my exams and I moved my Sim into a new house (because my Sim's initial family is getting bigger)
And above the car garage, I made an extension. Even though the car garage is enclosed with walls, I cant seem to get my Sims to walk on the 2nd level, the part which I extended.
Any idea how I can get my Sims to use that area? Because for instance I click an empty space in that extension and usually "go here" or "clean house" comes up. But this time it's only "clean house" there's no "go here" option. Instead there's a red blocked sign when I hover my mouse over. PLEASE HELP!

Is there anything blocking the stairs? Is the extension the same sized floor space as the garage below it? Could you possibly show a screen shot of both floor areas?

There's nothing blocking the stairs. My sims can go up the stairs and into the rooms near the stairs but not to the new extensions I made. Yes the space is the same. I'll try to get a screenshot and attach here

sorry I resolved it! Apparently the floor above it had tiles that were blocking the way (I guess) because initially it was a 'roof' and I didnt remove the 'roof'. Thank you so much for the prompt reply!
