Can't ask to be roommate

No matter the relationship status, number of beds, household members, if the sim is being okay, sociable or friendly, the option simply doesn't appear.

In playing in Starlight Shores, I do have UL, no household member has been to university yet, I tried while living in different houses, with roommate service both enabled and disabled.

So far nothing...

Any suggestions?

How many sims in the active family? How many beds in their house?
