Can't interact with some sims

My sim cannot interact with certain sims. They are teens, and she is friends with them, and has invited them over, but all she can say is 'stop doing that', and the action falls away anyway. I suspect that they were toddlers in her daycare at some point. I've tried resetting both sims, and restarting the game, but the problem continues. Has anyone had this problem and have a cause/answer for it?

I've had the same problem (it was annoying because one teen was her romantic interest from prom, but she disappeared at some point so there was no reputation trouble) with four out of six of townie teen sims. I believe most of them were NPCs.
