Why is it taking so long for Adrien Landgraab to age up to young adult. I want to propose to him, but he is still a teenager. Any replies are greatly appreciated.

Well, it's not going to happen in a day.
It takes time and patience. You can buy a birthday cake if you want and have your sim blow out the candles and it will age them up to the next age level if you are losing patience.
