Coverd by floor tile issues

Im new here so I dont know if its been discussed yet but im currently playing in Riverview and the house my sims live in has a downstairs bathroom next to the stairs the bathroom in question is a little bigger then I need so im trying to move the walls however it wont let me and it keeps giving me the "Coverd by floor tile" message however theres nothing there. I'v removed the flooring, deleted the stairs, got rid of the bathroom all together to start from scratch but nothings working. After more fiddleing if found that i cant put walls anywhere on the bottom floor except for the garage, i can put fences and half wall but not full ones.
 
 The lot in question is the Standerd Poodle at 1034 Cypress lane.

I've just loaded that house to try and edit it and I'm getting the same issues. As well as getting the covered by floor tile message, when I try to add a wall in the garage, I get the message that the terrain is attached to pool wall. I'm guessing that when the lot was built, possibly some cheats were used to attain something that possibly failed and then this house was built on the lot instead of building it on a fresh lot causing a glitch. Saving the house to the library and then placing the copy somewhere does not fix it either.
Have you read the Forum Rules?
And please try to remember Capitals, Commas and Apostrophes when you post.

So the issue is in the house and not the lot?  Have you tried saving the house, bull dozing the lot and replacing it with a new lot and then replacing the house?
What?  Grannies can't play games?
