Townies can get degrees too

So, one of my Sims is at a party talking to another Sim. I notice that one of the conversation options is to ask about their degree. As it turns out, townies can be sent off to college by the game and get degrees.

They get degrees as part of story progression but it's random.  They never get the extra trait and they never actually go to Uni.    I had a Sim able to talk to a teenage Parker Langerak who had a degree already in Technology.

I noticed this too not too long ago. I thought it was maybe just a glitch (knowing that they were never actually sent off) but now I know it's just story progression.
