Cops forgot to take the burglar

My sims had a burglar during the night.  When I was getting them up next morning, I noticed that the burglar was still standing on the sidewalk with his hands tied behind his back.  None of my sims can interact with him in any way.  Is he doomed to stand there until he dies, or is there some way to get rid of him?  Without using cheats, because this is a Challenge game.

Edit:  I just found out I can't go into Buy mode while the burglar is on the lot - the game thinks a robbery is in progress.  Metro, if you're reading this, can I please do whatever is necessary to get rid of the burglar?

Try resetting the burgler:

Ctrl+Alt+C
resetSim Firstname Lastname
Enter

Type the reset code exactly as I wrote it.  It's case sensitive.  That should send the burglar back to wherever he came from.

I have had that happen before.  It was pretty funny, poor guy, just standing there with his hands behind his back.  Resetting him did work though.  I had to laugh, not sure what that cop was thinking, maybe "donuts" was on his mind.

Schipperke, yeah try Pam's suggestion of resetting the burglar. If that doesn't work, then you can delete the object. If it gets to that point, don't forget to have your Sims take a long vacation!
