Community Lots- cannot be placed

I am unable to place any new comm lots in my games.  I would like to add Sim Guru Britt's Dorm to Uni world and Tiny Prodgies Early Learning Center to my towns but when I set the correct size of lot to dorm for the dorm and vistors allowed for the center.  As soon as I try to place on that lot it disappears.

 Can someone help me please?

About the dorm:  I found that, in University world, I could only place a dorm on a community lot that I designated as 'visitors allowed' or 'no visitors allowed'.  I could not place it on an empty lot designated as a dormitory or as residential.

I have no idea about the Early Learning Center, sorry.
