The Wishing Well

Forgive me if this has been discussed or I am in the wrong venue for this question but I have Lucky Palms installed and I was wondering if the Wishing Well comes into all towns as a community lot or if the only town you can use it in is Lucky Palms.

Lucky Palms is the only one that has it by default, but you are free to add it to any other town (unless you are playing some sort of challenge game that prohibits it, of course).
