Trying to play Sims 3 on highest settings does cause a bit of lagginess, studdering and slow down even on the best of computers, regardless of if it's a desktop or laptop.
This is especially true for laptops as they have more limitations. Sims 3 was more created to be played with a desktop. There will still be some lag, stuttering and slow downs with create a style and build mode. But it is far less noticeable on a desktop.
Specs to consider for a desktop would be:
- 2.4GHz or better processor
- 12 - 16GB Memory - more memory won't really help game performance.
- Any current model GTX line graphic card will do.
I can't guarentee how much of a performance boost these specs will bring. But you will see more performance gain.
If you want a performance boost in the meantime, what you may want to try is - if you haven't already, lowering the in-game resolution.
Also what might help is to uncheck Advanced Rendering and Animation Smoothing. And check Enable Object Hiding.
Turn Off Memories -- Go to Options (...) Select the gear tab, which is the General Settings and look for the word Memories and in the drop down menu select Disable Memories.
In the same tab, turn off Interactive Loading Screens (at bottom of screen). It may help to make sure Enable Shop Mode and Lessons are un checked, also.
Turning off memories means less game bloat/overly large game save file.
