Can't brush my newly adopted Wild Horse!

I adopted a wild horse recently, we're friends but, it has YET to let me brush it!  I can "clean hooves" feed it a treat, pet, hug, etc. but no brushing!
Also someone told me that when it comes to races, "going for broke" all the time is bad. Is this true?

I don't know if you have to be good friends with the horse first, what traits does the horse have? Maybe ornery or piggy can mean it doesn't like being brushed.
As for 'going for broke' it's not bad all the time but it does carry the greatest risk of failure, it can either go really well or fail epically  :)
