Problems in changing lot types

I am creating a blank town (my "utopia" one) and am changing a lot of lots, but I am stumped on one area.  The lot I want to use has a bench and I can't add a building from my bin.

Lots with the symbol of what looks like a bench and arrow on it I can click on it then place a building from my bin (such as the bookstore), place copy and put on that lot, landscaping as I want.

But this lot, when I click on it, it just disappears.  Change it to residential and then back to community and it still has just a bench on it and I can't place the building.
I know it can be done, but can't remember how.  If I bulldoze it, then I have to replace the lot and then change it to community and be able to place it; but lose having the address for that lot.  I would like to keep the address of the lot.

What am I doing wrong?  I have done a search, but can't fiind anything in this area.  Only stuff which I already know.  Tried labeling it as visitors, no visitors, or another name, but still can't get the arrow that will allow me to place a building from my bin.

Your utopia one is based off Moonlight Falls right?

Moonlight Falls has a lot of lots that aren't empty.  Only empty lots are really changeable and you can tell it's empty if there is a sideways diamond or plumbob under the bench.   If it's missing that mark then it's not an empty lot, if you use the bulldoze tool it will remove the stuff on the lot but you won't lose the address.

If it does have the empty marker then I'm not entirely certain what the problem is.

No diamond or plumbob under the bench.  I didn't think that a lot with a bench had anything on it.   You can build on it, so I figured it was empty. 

*Sigh*  Guess I will have to buldoze it and then replace the lot and then add the building, I think I was going to put the diner there. 
I took out the diner, grocery store, book store and replaced them with the Bistro, the bookstore, grocery and theater from SV and the miitary base from RV.   I am going to add the diner, the spa and the tower from RV and the Waterhole (I think that is what it is called). 
I have created a community garden in a somewhat spiral form where in the center is a small area to read or just relax.  The walkway is between rows of plants, all grown to perfect and there are fruit trees spead out along the path. Off to the side I have an area with tables and chairs to relax, have a drink from the bar or play chess. 
Play area for faries, with a train and a house, and in a corner a castle for faries.  I added beehives also, along with restrooms.  I need to learn how to add photos to show it off and get tips for changes for other parks/gardens for future building.   I have WA, RV, SV and MF for towns, so the plants and trees are from those games.   Alchemy insects and gems, along with some other insects and butterflies for looks.     
It's always full of sims, so I guess everyone likes it. 
I plan on adding some houses from SV and RV and two or three families to give more kids to the town.  Plus a couple of single males and females.

When you bulldoze the lot doesn't go away, everything on it is deleted though.
