Mailbox problems

My Sim checks the mail but she glitches and she jumps from in front of the mailbox to beside it. But no mail is ever picked up. I replaced the mailbox and the problem didn't leave.

Check her inventory. Chances are you will find a white box wrapped up with a red ribbon that says "omni seed plant" in her inventory now. It's a glitch that came with the attraction system when you receive a gift from a sim that is no longer in the town. You cannot do anything with these packages, they are stuck in the inventory until EA comes out with a fix. You may have to use the "Get Mail" interaction multiple times in order to collect everything. Once there are no more gifts left your sim should get the mail as usual.

I get those and bills that my Sim can't click on to pay.

Given that EA story progression is killing off the townies at the rate of about 1 or 2 a day lately, this is more than annoying.  It doesn't seem to matter whether my Sim checks the mail daily, the inventory still fills up with those little boxes and bills.

If you're patched up it's probably the omni-plant gift glitch JSBrantner describes.  If you're not, then you might be experiencing the same glitch I had.  A dead sim sent a wedding present to the family from beyond the grave, and that broke the mailbox forever! 

My sims couldn't recieve anything that came through the mail; wedding presents, certificates, bills, omni-plant orders, written novels, etc.  Everytime one of them checked the mailbox they insta-jumped away from it.  I tried deleting and replacing the mailbox like you did, I tried moving the family to a different lot to see if it fixed it (didn't work), I tried saving a copy of the family to the bin and then placing them on a new lot (didn't work).  Fortunately the family had the No Bills Ever lifetime reward, so there weren't weekly reposessions, but it was pretty frustrating.  Never did find a cure for it, unfortunately.
