How do you know the occult limiter is working

What is the right way to have the boxes when you don't want certain occults, or celebrities to show up in the games. I swear, no matter which way it is, checked or unchecked, sooner or later I always find them around. At first I thought it would be checked to have them show up beyond the originals, but now I have no idea. I would love to know the right way for them to be to have them either excluded or included as I am so confused by it.
