I am very appreciative of this so I don't want to seem ungrateful; the information is wonderful but the format seems kind of hard on the eyes. Is anyone else having this problem?

I went ahead and bolded all the names to set them apart from the rest of the information.    Marian - I hope you don't mind but this makes it easier for me to read too.

With permission from Marian, I added in all the bios for each household.   Individual bios are all the same but I find the household ones interesting so I added them to the list.  I like how Lia Rasi & Luis Toledo both seem to be looking for love.  In game, they don't know each other.  Maybe someone could get them to meet just once though.

Is this on the first day of the game or have you played for more than 24 Sim hours?  After the first 24 hours, all bets are off of this accuracy due to story progression.

Its been way more then 24 hours, but I checked all the houses in the neighborhood and she is no where to be found. Another weird thing I found, after removing ugly sun glasses from some of the women in the city, I noticed that some of them had romantic interest other then me even if they told me they were single.

I could be wrong, but I believe that only boyfriend/girlfriend, fiance, or married counts as not single. If they have only a romantic interest, they will say they are single.
After the 24 hour mark, Story Progression will start changing the town. Its possible that she may have moved out of the town already.

Romantic Interest doesn't count as being not single.   They will never tell you about RIs.  They will however mention boyfriend or more.

Your game probably moved Miss Perry out.  After the first 24 hours, your story progression will move people as it wants.

If you have story progression on they can move Sims around, have Sims move in together, have Sims fall in love.   Sometimes Sims move away from town for whatever reason.   After a while of playing the game, you won't have any original townies left because of death or moving and a lot of that is between story progression and your computers ability to handle having that many Sims in active households.

Hi! I was wondering if you guys knew where Jerod Beltran lived ir if he was a NPC? I have him as a RI and I'd like to visit him.

If he's not on the main list then we have no way of knowing.  These are the original inhabitants of the town.  After day 1 this list changes with people from story progression so they only way to tell if he's an NPC is to invite him out and ask him his job.
