Hi Dee and welcome to the forum!

In order to purchase a vacation home you have to achieve level 3 in the country you want your vacation home.  Fairly soon after you achieve level 3, you will get a wish to purchase a vacation home.  You just have to use the phone, select purchase home and away you go.  If you have any more questions, be sure to post and someone will come along to help you out.

You don't even have to wait for your Sim to get a wish for a vacation home.  Once you're at Visa level 3, you can use the cell phone to purchase a house.
