How do you use the Picnic Basket in The PS3 Sims 3?

I have tried everything to be able to use the Picnic Basket in my console, Sims 3 game, with no luck. I have also asked this question on the other Sims 3 forum, as well as search the web high and low, but no answer.

In the console game, you can't drag and drop things from inventory, with out going into the buy and build mode. You can only go into buy and build on your home lot. If you try to open buy and build from any place else, it sends you back to your lot. Sooo, what to do? 

All of the townies seem to have no problem, they always have their picnic baskets out.

It's been a long time since I played but from what I remember you have to have the basket in your SIMS Inventory and use it from there. I don't think you can use it on your home lot either.
