Skyrim themed World with dirt roads?

So far, I haven't found just the right one. I am making a "Skyrim" theme and I need a map without highways....just dirt roads.
Can anyone help me?

I assume that if you have the Creation Kit you can easily open up different parts of the world and copying the pieces of the map you find there. The textures that is.
