Tried that not 10 minutes ago, and my sim walked all around the pond, near the bushes by the grim statue. Guess I must try perfecting it.

Yeah, you can't just have your Sim go to the graveyard and then click "fish" because they'll inevitably choose the wrong spot to stand on by themselves. First, you have to tell them "go to" and once they're there, then issue the fishing command.
