Evil Sim Wishes

My evil Sim, aspiring to be Emperor of Evil, has a wish to take candy from a baby.  I cannot figure out how to do this.  Any help or suggestions are appreciated!  Thank you in advance.

Click on a toddler, i.e. not the smallest baby form, but not as old as they're going to school and choose steal candy.
