They wouldn't be banned just locked. This is for the reasons Twinmum said in the post about Which Expansions to buy. Have you looked at the Guide Pages for the various Expansion Packs? Also you will find the "First Impressions" Threads on each of the Expansion Pack Board, all of them should be stickied.
